The Citizenship Territories Program, created in 2008 to replace the Rural Areas Program
2003, stands out as the Brazilian territorial development policy. This work aims, from the analysis of
the Central Territory Citizenship of Rio Grande do Sul, to identify if the limits and possibilities of
implementation of this territory are from public policy or from particularities of the region itself.
Were outlined four keys for analytical analysis, which seek to discuss how policy has been
implemented and how the notion of territorial development has been appropriated by society. In
addition, we seek to present the main limitations for the development of territorial politics. Even if
the territory proves an important forum for discussion and mobilization in the region, yet is
insufficient to account for the territorial development, since the actions and policies of development
for the circumscribed space not fully converge.
